Leadership Council Purpose
The Leadership Council is established to provide oversight and guidance of the implementation of the Gateways strategic plan.
Leadership Council Role
The Leadership Council is the highest level of a three-tiered structure of leadership designed to ensure the successful implementation and high level support of the Gateways project. The Leadership Council is responsible for the review and approval of the Gateways strategic plan and will monitor the activities of the plan. The Leadership Council will also identify overarching systems issues, promote promising practices in employment services, and structure positive directions for West Virginia. The Leadership Council will measure the success of the strategic plan in achieving outcomes and impacting employment for people with disabilities in West Virginia. The Leadership Council has the ability to promote systems change.
Council Membership
The Leadership Council membership consists of high-level agency/government entities, business and employers, advocacy organizations, and people with disabilities. In addition to these members, an individual that reports directly to the Governor’s Office should also be represented on the Leadership Council.
Leadership Council members may choose to be actively engaged in the Steering Committee and/or a Work Group; however this is not an expectation. Council members may designate an agency/organization representative to participate in one of these other capacities (i.e. Steering Committee, Work Group).
Meetings
Leadership Council meetings will be held quarterly or as deemed necessary, beginning in May 2007, to review the progress toward meeting the strategic plan goals and to ensure that Gateways initiatives stay both current and responsive to the changing employment climate of West Virginia.
Leadership Council members are expected to attend and participate in at least 2/3 of the scheduled Leadership Council meetings. If a member is unable to attend and would like to send a designee, a request should be made to the Gateway’s Project Coordinator:

Responsibilities & Expectations
Leadership Council members should expect to be engaged in, but not limited to, the following activities:
- Review and approval of the strategic plan;
- Periodically review reports and data from the Steering Committee pertaining to the implementation of the strategic plan;
- Suggest policy changes that support the goals of the strategic plan;
- Collaborate with Gateways staff and stakeholders to implement the strategic plan activities;
- Connect Gateways staff and stakeholders to key decision makers to move strategic priorities forward;
- Represent the strategic plan at high level events and/or provide opportunities for Gateways staff to outreach at high level events;
- Communicate strategic plan goals to other entities, such as, state agencies, business community and advocate community; and
- Openly express individual and/or organization commitment to strategic plan goals to establish legitimacy and buy-in support from other entities.
Communication
Meeting notices and correspondence will be mailed to Leadership Council Members. However, information about the Leadership Council and Gateways will also be shared with members by means of a listserv. The listserv will also serve as a conduit for members to communicate with one another about relevant resources, issues and activities.
