AFFORDABLE HEALTH INSURANCE for WORKERS with DISABILITIES
For people with disabilities, finding a job or returning to work can be a challenge. One of the biggest obstacles to working is the fear of losing vital health and long term care coverage. Earning too much money has meant the risk of losing healthcare benefits. M-WIN is a new Medicaid option - now you don't have to choose between a job and your health.
M-WIN lets people with disabilities take a fulfilling job, earn more money, save more money, achieve their career goals and still maintain their health care coverage. With M-WIN you can keep Medicaid while you work, even if your earnings increase above the limits for other Medicaid programs.
MEDICAID ENROLLMENT and PREMIUMS...
You pay a monthly premium for coverage under M-WIN, since it is health insurance coverage. The monthly premium varies based on your income and can be as little as $15 per month. There is a $50 enrollment fee that includes your first month's premium. M-WIN (West Virginia Medicaid) coverage will begin the month after the enrollment fee has been paid.
ELIGIBILITY...
You may be eligible for M-WIN if you meet the following criteria:
- Employment: You work in a job at or above minimum wage.
- Disability: You have a disability that meets the Social Security Administration’s standards (SSI or SSDI) or state guidelines as determined by West Virginia Department of Health and Human Resources (DHHR).
- Assets/Income: Your assets are counted but do not include your house and car. Your funds from unearned income (like SSDI) can be no greater than $623 per month (for 2006).
- Age: You must be a West Virginia resident between the ages of 16 and 64.
HEALTH BENEFITS...
M-WIN benefits are the same as those available through West Virginia Medicaid and may include:
- Doctor visits
- Emergency care
- Personal care services (at home and work)
- Mental health services
- Durable medical equipment
- Hospital stays
- Prescription drugs
- Medical transportation services
OTHER BENEFITS...
M-WIN also allows you to save more of your earnings through independence and/or retirement accounts. M-WIN provides an opportunity for increased personal and financial independence.
APPLICATIONS...
Your local DHHR office will determine your eligibility for enrollment and your premium rate. Applications for M-WIN program are taken weekdays at your local DHHR office. For your convenience, you may wish to call for an appointment. If you are unable to go to the local office because of a disability, you may request a staff person to visit your home and take the application. To request a home visit, call your local DHHR office or call the Office of Client Services at 800-642-8589.
