The John Chafee Foster Care Independence Program, created under P.L. 106-169 is a federally funded program administered under the auspices of the West Virginia Department of Health and Human Resources/Bureau for Children and Families. The program is administered as a collaborative between the Center for Excellence in Disabilities at West Virginia University, and the West Virginia Department of Health and Human Resources.

The congressional mandate of the John Chafee Foster Care Independence Program requires states, with financial support from the Federal Government, to provide an extensive program of education, training, employment, and financial support for young adults leaving foster care.
