The mission of the Institute for Labor Studies and Research is to support and strengthen the trade union movement, to improve labor-management relations, to promote social justice within unions and to enhance labor's role in the community. S&HE is dedicated to providing safety and health training, industrial hygiene, technical assistance and applied research for employers and employees in West Virginia, including agricultural and rural safety. The Department offers Occupational Safety and Health (OSHA) training in Ergonomics and Safety. It is also a partner in the WV AgrAbility Project.

Families and Health Program Unit helps strengthen the capacity of families to achieve life-long learning and productivity. It helps to coordinate local chapters of the Community Educational Outreach Service (CEOS), composed of volunteers who bring health and family strengthening projects to their communities.

A special regional campus of West Virginia University, Jackson's Mill is a multifaceted facility that serves more than 100,000 people annually, year-round. Originally built as a place for youth, it still serves as home to the state 4-H camp. Today, Jackson's Mill is also an important venue for adult education, special events, conferences and meetings representing just about every organization found in West Virginia.
