On March 27, 2003, NRCS State Conservationist Lillian V. Woods joined with 30 other state and federal water quality agencies in West Virginia to sign a resolution to carry out a cooperative watershed approach through the West Virginia Watershed Management Framework. The vision of the Framework includes maintaining public health; providing diversified recreational, educational and scientific uses; and allowing economic growth while maintaining ecological and biological integrity.
NRCS offers various cost-sharing programs to landowners, including stewardship programs like Conservation Security, Agricultural Management Assistance (AMA) and Community Assistance for small, limited resource and beginning farmers. AMA provides cost share assistance to agricultural producers to construct or improve water management structures or irrigation structures; plant trees for windbreaks or to improve water quality; and mitigate risk through production diversification or resource conservation practices, including soil erosion control, integrated pest management or transition to organic farming.

The Alderson Plant Materials Center serves 11 states in the Appalachian Region from Pennsylvania to Georgia and Alabama. The Plant Materials Center serves Appalachia by evaluating plants for their ability to solve specific conservation problems related to climate, the rugged topography, soil limitations, various land uses, fish and wildlife needs and desires of the landowners.
The Center's program emphasizes improving forage production on hillside pastures, addressing problems associated with concentrated livestock, reclamation of mined lands, streambank stabilization, agro-forestry, wildlife habitat improvement, and utilization of economic and culturally valuable plants.

Resource Conservation & Development Offices (RC&D)
The purpose of the Resource Conservation and Development (RC&D) program is to accelerate the conservation, development and utilization of natural resources, improve the general level of economic activity and to enhance the environment and standard of living in designated RC&D areas. Current program objectives focus on improvement of quality of life achieved through natural resources conservation and community development which leads to sustainable communities, prudent use (development) and the management and conservation of natural resources. RC&D areas are locally sponsored areas designated by the Secretary of Agriculture for RC&D technical and financial assistance program funds.
RC&D offices are located in the NRCS offices in Cross Lanes, Waverly, Oak Hill, McMechen, Martinsburg and Philippi (listed below).
